The site was a commercial property in Yakima, Washington at the intersection of Interstate Highway 82 and State Route 24. The Washington State Department of Transportation (WSDOT) issued a taking for a portion of Kmart' s property for highway improvements.

R. W. Thorpe & Associates, Inc. conducted a most probable land use analysis for both existing and future conditions to determine the greatest economic return that the subject property could realize.

 

It was determined by RWT/A that in the "before" scenario, the building, parking, circulation, and access points provided fairly easy and direct access that supported a big box store. In the "after", the loss of existing access points, relocation of access points and road (S 22°d St.), and loss of parking stalls for new circulation layout was likely to affect the relative ease of access and use for the big box store.
